Position Summary:

The Project Manager is generally involved in the project from an early stage and can assist the Owner with the development of project budgets, overall project schedules, selection of the design team and other tasks as requested. Generally, the Project Manager monitors the development of project plans and specifications; updates project budgets and schedule as the project evolves and assists the Owner with the bidding (where applicable) and award of the project. He is the team leader for the project, the liaison between the Owner and the project team and responsible for monitoring and overseeing the activities of the Harris Construction Managers assigned to the project. Depending on the specifics of the project, the Project Manager may be involved throughout the duration of the project.


Position Responsibilities:

Position responsibilities include but are not limited to the following:

Construction Management Responsibilities:

    * Regular personal interactions with contractors, designers, owners, relevant agencies and Harris & Associates staff to discuss and resolve project matters that are not resolved at the Construction Manager level. Ultimately responsible for the success of the project.
    * Secure and manage the services and activities of Harris’ sub-consultants.
    * As the lead team member, be responsible for the preparation, editing and distribution of required project reports to the owner.
    * Provide overall administrative and technical management on project site from bid preparation through final project acceptance.
    * Supervise total construction effort to ensure project is constructed in accordance with the approved design, budget and schedule.
    * Act as main point of contact for the owner.
    * Manage resources required to successfully complete the project including coordination and supervision of onsite functions.
    * Resolve any technical or potential claim-related issues not resolved at the Sr. CM or CM level.

Accounting Project Management:

    * Maintain current copy of Harris & Associates’ agreement with client and all change orders.
    * Adhere to Harris’ accounting project management guidelines. This includes, but is not limited to review and approval of employee timesheets, review and processing project status reports, review and approval of monthly billing draft statements, review and management of aging reports, etc.

Client Management:

    * Cultivate strong relationship with client, including frequent communication of both construction and Harris contract-related issues.
    * Prepare and distribute owner-required project reports.
    * Attend public meetings as necessary and as determined by Harris scope of services.
    * Represent owner at public meetings as necessary and as determined by Harris scope of services.

Personnel Management:

    * Be actively involved in your employee’s project assignments such that they are being mentored and cultivated to grow. Actively review their work-product for quality assurance. Model excellent communication skills, both orally and in written documentation, to ensure accuracy, relevance and attention to detail.
    * Manage all on-site Harris staff including field inspection staff and field office staff assigned to the project.
    * Timely coordination of staffing needs and staff availability with Regional Manager of Construction Management.
    * Carry out the Harris & Associates’ employee evaluation process; including annual performance evaluations of staff, evaluations of staff at end of their introductory periods, assist staff in the development of individual goals and objectives.
    * Monitor and encourage staff growth and training through participation in Harris training opportunities as well as utilizing outside training resources such as seminars and online coursework.

Harris’ Asset Management:

    * Manage IT system hardware and software.
    * Oversee the implementation and use of all project tools, such as office furniture and equipment, field survey and testing equipment, personal equipment such as cell phones and vehicles. Items are to be cared for in an appropriate professional manner so that they reflect a positive Harris image at all times to our contractors, our clients and the general public.

Coordination and Communication with Peers:

    * Cultivate relationships with other Harris construction management personnel such that knowledge-sharing and mentoring occurs.



Qualifications:

Position requires ability to work independently with limited supervision, manage a staff of Harris employees, perform employee evaluations, knowledge and ability to work with Harris & Associates’ corporate staff and adherence to Harris & Associates’ core values. Must be able to utilize independent judgment and initiative to achieve project objectives and work in a construction site with limited amenities.


Knowledge, Skills and Abilities:

    * Excellent verbal, written and interpersonal communication skills with the ability to timely communicate to various project parties including designer, owner, contractor and authorities having jurisdiction.
    * Schedule events, programs and activities, as well as the work of others.
    * Knowledge of business and management principles involved in the strategic planning, resource allocation, leadership techniques, production methods, and coordination of people and resources.
    * Ability to take the initiative to resolve conflicts that arises during the project.
    * Develop specific goals and plans to prioritize, organize, and accomplish the work.
    * Manage one’s own time and the time of others along with the ability to multi-task and change priorities quickly.



Requirements:

    * 10 years Jail/Detention Facility expereince.
    * Construction/project management experience preferably with increasing responsibilities on each assignment.
    * College degree in engineering, architecture, construction management or business required. (An advanced degree (Masters) in any of these areas would be preferable.)
    * Professional engineering or architectural license preferred.
    * Additional certifications such as CCM or PMP preferable.
