BILINGUAL OUTREACH SPECIALIST – RESOURCE & REFERRAL
What We’re Looking For: Crystal Stairs is looking for a bilingual (English/Spanish) Outreach Specialist that
will assist with the implementation of the Resource & Referral department’s outreach strategies. In this role,
you’ll plan and conduct enrollment outreach presentations and activities at various local events, community-
based agencies & businesses, schools and other public venues. The Outreach Specialist will identify and
initiate contact with local businesses, agencies and community partners to secure established locations for
outreach activities and distribution of materials for child care and other agency services. In this active role,
you’ll be responsible for acting as a liaison with agencies and performing child care orientations at
county/government regional offices and One-Stop/Work-Source Centers. In addition, you’ll represent the
agency/department at community outreach events and activities, provide supportive and referral services to
families regarding child care options and other community resources participate in work groups, committees
and other ad hoc groups as needed.
Other responsibilities include, maintaining an updated listing of external contacts and tracking system for all
outreach activities. Provide monthly statistical reports on performance targets and outcomes and make strategic
recommendations as needed. Respond to staff and parents requests for information or services.
EXPERIENCE, KNOWLEDGE, SKILLS AND ABILITIES YOU SHOULD POSSESS:
        Bachelor of Science/Arts degree from an accredited university or equivalent preferred. Related
         work experience in case management; human services; client; vendor management/child
         development may be substituted for college level education.
       2+ years experience working with families receiving subsidized child care or other social support
         services. Experience in marketing, outreach or sales would be applicable.
       Must have knowledge of County, State and Federal provider contract requirements for Resource &
         Referral, Alternative Payment and Child Care Subsidy Programs.
       Must have working knowledge of California’s child care delivery system.
       Must have excellent communication, customer relations and presentation skills
      Ability to develop outreach materials.
       Requires considerable accuracy and ability to produce in a timely manner.
       Must be flexible and able to multi-task while working in a collaborative, team environment.
       Must demonstrate be able to successfully work with people from diverse backgrounds
        Must have excellent organizational skills and time management skills and be able to work
         independently.
       Proficiency in Microsoft Office Suites preferred.
       Valid California Drivers License, use of a vehicle with insurance
       Bilingual English/Spanish; oral and written
